    Preheat the oven to 350°F (175°C) and grease a deep 2-quart casserole dish.

    Layer the ingredients in the dish, sprinkling each layer with a little salt and pepper before adding the next: start with the sliced potatoes on the bottom, then the celery, then the raw crumbled ground beef, then the onions, and finally the sliced green pepper.

    Pour the canned tomatoes (with their juice) evenly over the top of the layered mixture.

    Cover with foil and bake for 2 hours, removing the foil after about 1 hour to let the top brown. The dish is done when the potatoes are fork-tender and the beef is cooked through.
