    Whisk rice flour, wheat starch, tapioca starch, water, and 1 tablespoon neutral oil until smooth; let the batter rest for 20 minutes, then stir again before using.

    Chop the shrimp into small pieces and mix with the sliced scallions.

    Bring a wok or wide pot of water to a steady boil and set a flat steaming tray or shallow metal pan inside; brush the tray lightly with neutral oil.

    Pour a thin layer of batter onto the hot tray, scatter a small amount of shrimp mixture over it, cover, and steam for 3 to 4 minutes until the noodle sheet turns translucent and the shrimp is cooked.

    Use an oiled scraper to loosen the sheet, roll it into a loose cylinder, and transfer to a plate; repeat with the remaining batter and shrimp.

    Simmer light soy sauce, dark soy sauce, oyster sauce, sugar, sesame oil, and 3 tablespoons water for 1 minute, then spoon the warm sauce over the cheung fun before serving.
