    Soak the beef shank and bones in cold water for 30 minutes, then drain. Blanch them in boiling water for 5 minutes, rinse well, and clean the pot.

    Return beef and bones to the pot with 3 L water, ginger, scallions, spice bundle, and 1 tsp salt. Simmer gently, uncovered, for about 3 hours, skimming as needed, until the beef is tender and the broth is clear.

    Meanwhile, mix wheat flour, 240 ml water, and 1 tsp salt into a firm dough. Knead until smooth, rest covered for 1 hour, then knead again and rest 30 minutes.

    Remove the beef, cool slightly, and slice thinly. Strain the broth, discard solids, and simmer the daikon slices in the broth for 10 minutes until tender.

    Divide the dough into portions, oil lightly if needed, and pull each portion into long noodles. Boil the noodles in a separate pot of water for 1 to 2 minutes until chewy and cooked through.

    Place noodles in bowls, ladle over hot beef broth with daikon, and top with sliced beef, chili oil, cilantro, and garlic chives or green garlic.
