In a food processor, process the lemon zest and sugar together until the zest is as fine as the sugar and the sugar is fragrant.

Add the softened butter and process until light and fluffy, scraping down the bowl as needed.

Add the cake flour, baking soda, and salt. Process briefly, just until the dough comes together.

Turn the dough out and form into two logs about 1 1/2 inches in diameter, then wrap each tightly in wax paper. Refrigerate until firm, at least 2 hours.

Preheat the oven to 350°F (175°C). Slice each log into rounds about 1/4 inch thick and place on an ungreased baking sheet.

Bake for 8 to 10 minutes, just until golden around the edges. Do not overbake. Cool on the sheet briefly, then transfer to a wire rack.
