Toss the sliced beef in cornstarch until evenly coated, shaking off any excess.

Heat vegetable oil in a large skillet or wok over medium-high heat. Fry the beef in batches until crisp and browned, about 2 minutes per side; drain on paper towels.

Pour off all but 1 tbsp of oil from the pan. Add garlic and ginger and cook 30 seconds until fragrant.

Add soy sauce, water, and brown sugar, and simmer 2-3 minutes until slightly thickened.

Return the beef to the pan and toss to coat in the sauce, cooking 1-2 minutes. Stir in green onions just before serving and sprinkle with sesame seeds.
