Bring a large pot of heavily salted water to a rolling boil. Add the macaroni and cook for 7-8 minutes until al dente (firm to the bite). Drain well and set aside.

In a large saucepan, melt the butter over medium heat. Whisk in the flour constantly for 1-2 minutes until it turns a light golden color and smells nutty, creating a roux.

Gradually pour in the whole milk, whisking continuously to prevent lumps. Simmer for 3-5 minutes until the mixture thickens enough to coat the back of a spoon.

Remove the saucepan from the heat. Gradually stir in the grated cheddar cheese, salt, pepper, and paprika until the sauce is completely smooth and glossy.
