Place the peeled potatoes in a large pot, cover with cold water, and bring to a boil. Parboil for exactly 7 minutes. They should be partially cooked but still firm in the center.

Drain the potatoes and let them cool completely until you can handle them safely.

Grate the cooled potatoes using the large holes of a box grater into a large mixing bowl.

Sprinkle the flour, garlic powder, onion powder, salt, and pepper over the grated potatoes. Toss gently with your hands to combine without mashing the shreds.

Take about 1 tablespoon of the mixture and form it tightly into a small, 1-inch cylinder (the classic tot shape). Repeat with the remaining mixture.

Heat 2 inches of vegetable oil in a Dutch oven to 375°F (190°C). Fry the tots in batches for 3-4 minutes until deeply golden brown and very crispy. Drain on paper towels and serve hot.
