Toss the chopped napa cabbage with the salt and let stand for 10 minutes, then squeeze out excess liquid.

Mix the pork, cabbage, scallions, ginger, soy sauce, Shaoxing wine, sesame oil, and white pepper until the filling becomes sticky and cohesive.

Place about 1 tablespoon filling in each wheat wrapper, moisten the edge with water, fold, and pleat firmly to seal.

Heat 1 tablespoon neutral oil in a lidded skillet over medium-high heat and arrange dumplings flat-side down in a single layer.

Fry for 2 to 3 minutes until the bottoms are golden, then add 1/4 cup water, cover, and steam for 6 to 8 minutes until cooked through.

Uncover and continue cooking until the water evaporates and the bottoms crisp again; repeat with remaining dumplings and oil.
