    Mix the wheat flour with the warm water and knead for 8-10 minutes until smooth; cover and rest for 30 minutes.

    Toss the chopped napa cabbage with the salt, rest for 10 minutes, then squeeze out excess liquid.

    Combine the pork, cabbage, scallions, ginger, soy sauce, Shaoxing wine, sesame oil, and white pepper; stir in one direction until sticky.

    Roll the dough into a rope, cut into 32 pieces, and roll each piece into a thin round wrapper.

    Place about 1 tablespoon filling in each wrapper, fold in half, and pleat the edges firmly to seal.

    Boil a large pot of water, add the dumplings, and stir gently; when the water returns to a boil, add 1/2 cup cold water and repeat twice more.

    Cook until the dumplings float and the filling is cooked through, about 8-10 minutes total, then drain and serve hot.
