    Combine ingredients: In a medium non-stick saucepan, whisk together the condensed milk, cocoa powder, and butter until completely smooth and free of cocoa lumps.

    Cook the mixture: Place the pan over medium-low heat. Stir continuously with a silicone spatula, scraping the bottom and sides to prevent burning.

    Check for doneness: Cook for 10-15 minutes. The mixture is ready when it thickens significantly and pulls away from the bottom of the pan in one piece when you tilt it (the "Moses parting the Red Sea" test).

    Cool: Pour the hot mixture onto a buttered plate. Let it cool to room temperature, then refrigerate for 15 minutes to firm up.

    Roll the truffles: Lightly butter your hands. Scoop small amounts of the mixture (about 1 tbsp) and roll them into perfect spheres.

    Coat: Roll the sticky spheres in chocolate sprinkles until completely coated. Place in small paper candy cups to serve.
